"Right-click" on a selected area not creating drop-down dialog of underneath layers

Hello, Adobe community!

 

I couldn't find the answer to this anywhere so I thought I should ask here.

 

I have been using photoshop for over 15 years and in this latest version of photoshop, I could not find out why the right-click feature is not working for me.

 

When I have a selection made while using the move tool, and right-click on that area that is within the selection, a dialog drop-down list of the layers under my cursor used to appear...but now this seems to be changed to make me want to Right-clicking (while having the move tool selected) on an area outside of my selection still creates a drop-down dialog that shows the layers underneath...but no longer does this for any selected areas. Does anyone happen to have a fix for this?
