Rasterizing a shape and applying a vector mask makes my program unusable

Intermediate level user here who likes to draw game characters in his free time. Part of my process includes making colored shape layers, rasterizing them, and then shade/texture those rasterized layers. This has been working well for me for the past year or so, but all of a sudden doing this freezes my program? 

 

As you can see in the image above I've tried to zoom out after rasterizing and vector masking the head shape. The rulers responded accordingly, but the image itself stayed the same.

 

I tried this with previous illustrations I've made as well, and the same problem occurs, even though what's causing the problem had worked flawlessly before. Anyone know a fix for this?

I would think zooming to 0.067% the rulers have zooming but image is not being scaled it should be a  dot.  If you updated PS to 22.1 make sure your GPU is supported and you machine  meets Photoshop 2021 requirements and your Display's device driver is the latest available.
