Reference windows cannot stay ontop of work windows on Macos still???

I don't have the convenience of a 2nd screen for my work and so need a reference image ontop of my working workspace and it just does not show ontop like I need it to. It just disappears behind my photoshop window, I'm pretty sure it works perfectly fine on PC yet has seemingly been a bug for a long time for macos. I am on Intel Big Sur.

Just because something does not work as you would like it do doesn’t mean it’s a bug. 

 

There seems to be an old Feature Request that sounds a bit like what you want, but to clarify could you please post a screenshot of the exact WIndows-situation you want to emulate?
