Refine Edge Tool Not Working At All

This has been happening for a few days now. When I try to refine a mask or a selection no changes are made. I'll brush part of the mask using the refine edge tool and it will act as if it's loading something, but then nothing happens. I'm running Photoshop CC 2017.

Have you tried resetting all tools and if the does not fix your problem try resetting your Photoshop preferences if it use to work correctly

I did both of those things and it worked once, but then continued to fail. I made a selection and used the tool after each reset and it worked. Then I deselcted and tried to edit the mask, but the edge tool didn't work again. The old refine edge tool seems to work fine though.

Try resetting the again.  It it works again. Something must be corrupting your Preferences.  If you have any third party extensions and plugins installed try removing them and reset your preferences and see if your Preferences remain good.

I'm unsure of what you mean when you refer to extensions and plugins. As far as I know, I don't have any. Unless you mean brushes, actions, patterns, gradients, or shapes. I do have those. Are they considered plugins or extensions? I apologize for my ignorance.

I do not know if the CC 2017.1.1 update will fix the problem you write you have but you are missing that update that fixes some if the Issues in CC 2017.1.0 the version you have.  Your configuration look OK to me though I would think the feature should work.
