Removing the background from the inside of a hoop image

Hi all

My question is how to remove the background from the inside elipse of a hoop.  The outside elipse comes away easily using the magnetic lasso, but the program is not letting me use the same steps to remove the inside area.  I want the end result to be a coloured hoop that is completely cut out from its background.  If someone knows how to do this could you please give me the steps in sequence???
