WHEN I SELECETED A BACKGROUND IMAGE AND WANT TO DRAG ANOTHER ON FIRST IMAGE. SECOND ONE IS REPLACED WITH ONE..FIRST ONE WILL DELETED OR REMOVED.

Could you please post screenshots with the pertinent Panels (Toolbar, Layers, Options Bar, …) visible of before and after dragging the second image into the first one’s canvas? 

 

Have you tried using File > Placed …?
