Does anyone know how to replace the background of a photo with a different one?

Yes
In general terms:
1. Put the image on a layer above the new background.
2. Add a layer mask and , either by selection or painting on the mask, make the mask black where you want the image transparent (to reveal the image below) and white where you want the image opaque.

One more question: How does one replace/cut a Picture from an image and replace it with a new one? Another words how to Ps a different face/body on a picture?

One again you use selections and masks. The skill is then in making the composite image convincing, which means matching and adjusting position, lighting, shadows and colour of the various elements.
