Resampling a whole psd file

If I'm working on a photoshop document, is there a simple way to resample the whole document itself?

Specifically the PSD I'm working on contains 4800 ppi but I'd like to give the people I'm sending it to lower options as 4800 is pretty intensive. I need to send it with all the layers separate and such so I can't simply merge and resample.
