reset all settings in photoshp

Hello, I am getting a black screen when i open photo shop. I do not have any option to open new or existing work. Also, when I click in file to open or open new nothing happens. The 3rd thing I was having issues with is save as, I am not getting the box where I want to confrim how I am saving it. Have delete and reinstalled the several times and still no success. Please advised how to reset all the setting.

Does turning off »Use Graphics Processor« in the Performance Preferences (Photoshop > Preferences > Performance > Graphic Processor Settings) and restarting Photoshop have any bearing on the issue? 

What have you done for trouble-shooting so far? 

Restoring Preferences after making sure all customized presets like Actions, Patterns, Brushes etc. have been saved might be a good starting point:
