Resizing a resized image | is 4k to 720p better than 4k to 1080p to 720p?

I frequently resize a 4K image twice because I need both the 1080p and 720p versions.

 

If I resize a 4K image to 1080p, and then resize that to 720p, will I get the same quality as when resizing from 4K directly to 720p?

 

Or would it be better to undo the resize (back to 4K) and then resize that to 720p?

If you resize (scale down) twice then you are running scaling algorythm twice. Compare on your own. Theoretically (and practically) fewer resampling processes is better.
