Resizing in CC 2021

I resized a smaller b&w photo in PS. Resized to 11x14. In the Image Size dialog box it reads Image Size 39.7M

Dimentions 4200x3300. Fit to Original Size W:14  H:11 Res: 300.

When I click on the photo in the folder it is contained in, a size of 3.38M is listed.

Which size is correct? Will this photo when sent to MPIX print as an 11x14 @300?
