I made sure photoshop was up to date, restarted my compbuter and researched the issue However im still running into to the issue of not being able to save for web. I get the error message  "Could not complete this operation. An unknown operating system error has occured." what should I do?

Photoshop 2021 version 22.3 windows support has the issue your are writing about.  Adobe is aware of this issue and is working on fix for this problem.
