Screen not moving correctly and rectangle marque acting up

This has happened before and usually fixes itself when I restart the program, but I wanted to know if this was just a bug or if I had accidentally clicked something. As you can see in the video, whenever I try to move the screen, it snaps back to a certain position and when trying to use the rectangle marque tool, it selects a certain area and no where else despite clicking on different areas or trying to select a custom area. It's set to single selection so clicking one shouldn't be making a selection anyways. Thoughts?

Hi yes it seems to bug which seems to fix in new update.....regards
