Scripting Listener not working in Photoshop 2021 for mac (M1)

I have stored the data in the plugin folder as described in the manual,
but ScriptingListener does not work.

・ScriptingListener.plugin(new Photoshop 2020〜)
・MacBook Air (M1, 2020)
・Adobe Photoshop バージョン : 22.4.0
