When in this section, the refining tool (or any other) does not work - cannot adjust the selection.
PS working in Windows 10.
Ideas to solve?

What exact version of Photoshop do you have, can you post a screenshot to highlight the issue, do you get any kind of error message when you try to use the Tools

Also, please check your exact Win10 version in Help>system info...

Did you start with a selection? Use the magic wand or quick selection tool to select the background and THEN click select and mask. If its not working I would try restarting Photoshop. If it still does not work, quit again and restart Photoshop while holding down Command+Option+Shift (Control+Alt+Shift for Windows) until the dialogue to delete preferences show up.
