Selecting Filter blocks hotkey

I find this problem recently. I'm not sure if its always like this.

When I turn a layer into a filter, there turns out to have an annoying blue selection around the filter area.
For example when I change a layer into Multiply. It shows a blue box around it like this [Multiply].

This blocks all my shortcuts because I'm now selecting the filter area.
I need to press Esc or draw in a empty corner to deselect the filter.

I never hade this problem before and I don't know how I got it ( Maybe a preference setting? )

If I want a Multiply filter that is all I need I don't need to keep the selection.

Does anyone know how to get rid of this?

This is Windows related problem. It is not new. It has and good sides: you can quickly cycle blending modes using arrow keys. You can also pres Enter to remove focus.
