sHelp_ Neck stretch in Photohop 2021

I'm really stuck. I used to be able to pull the neck up in liquify but now cannot seem to find a feature to do so. I have someone's hands on their head and I need to lengthen their neck without contorting their hands. I tried using the freeze tool on the hands but I got less than hopeful results. I watched a video about leg stretching but the legs didn't have any interference (like hands)
It seems that it would be a well used feature to get the neck off of the shoulders in squatty figures. 
Has anyone a simple solution for stretching the neck without contortion?  thanks

Hi if you are not facing it try to revert back in the 2020 version if it is an older version for all stable options....regards
