Should I consider the browser height when I design a Web UI?

Hi guys,

I'm a new UI designer.

Recently I‘m doing a web project, but I don't know how to affirm my page height. For example, in XD, it has 1920*1080 as a stander, but in the case of use, there is a browser UI at the top of the screen and a windows taskbar at bottom, should I consider them in design? No scroll, just one page there, found that would be a 1920*940 or 1920*970 . 

 

Or just build a 1920*1080 in my PS? that would reduce my design result.

Utterly irrelevant. Nobody designs fixed height pages. That's what view regions are for. I would strongly recommend you study up on common best practices for web design/ UX design before navigating yourself into a corner and producing an unusable design.
