Shrinking images and pngs without blur

Ever since the latest update, whenever I shrink something - logos and pngs in particular, they turn out blurry as soon as I hit enter on the shrink. None of the suggestions I've found online have worked. I have not had this issue before the latest update, so I was wondering if there may be a setting or something that was changed in the last update that would cause this? I've changed interpolation several times in every which way and that has not helped.

And who would know what those were? 

 

Could you please post screenshots taken at View > 100% with the pertinent Panels (Toolbar, Layers, Options Bar, …) visible? (Before and after the operation.) 

What is the current Image Interpolsation setting? 

Do you »shrink images« via Image > Image Size or by transforming Layers within an image?
