After uploading a stored paint file, I cant figure out how to convert the image to an outlined image that is 15x18, 300ppi, less than 25MB and srgb, any help?

What do you mean by an outlined image ? Perhaps you can post an example, it might help.
You probably can reduce your resolution to 200PPI without any ill effect.
Try saving the image as a JPG with (say) 8 compression.
