I have the Ps subscription. Is the Sky Replacement Tool going to be included in that?

Yes, it's in the latest release: PS 2021 or version 22.

I have the latest verison of photoshop but I am not seeing the sky replacement tool under edit. How do I access this tool?

First: check the version you have open:

• Mac: Photoshop menu > About

• Win: Help > About

Second, go to Image > Mode. What mode are you in?
