In Photoshop 2021 (version 22.0.x).

Please post a meaningful screenshot including the Edit-menu.

Also: It’s not a »Tool«.

Or did you see some presentation where there it was triggered from the Toolbar?

It's a menu, not a tool. You will find it under the 'Edit' menu.
