spacebar (hand tool) isn't working

I've read on other post about this issue but nothing useful was posted or recent for that matter. I just installed the newest version of photoshop after swapping imacs with a colleague after he freshly rebooted it. It's frustrating that something that small could make a pretty big impact when editing, so im wondering if anyone found a solution to this problem. should i revert to a slightly older version?

When weird issues like this come up in Photoshop, resetting the preferences will often fix the issue.

Look for the Reset Preferences On Quit button within the General tab of the Photoshop Preferences.
