Stuttering or momentary freezing on my more than capable Windows desktop

This is something I've been dealing with for half a year now and it's pretty frustrating considering I have a less powerful Macbook Pro that can run Photoshop just fine.

 

My PC specs are: 

CPU:

AMD Ryzen 5 2600 3.4 GHz 6-Core Processor

RAM/Memory:

G.Skill Ripjaws V Series 16 GB (2 x 8 GB) DDR4-3200 CL16 Memory

Graphics:

MSI Radeon RX 5700 XT 8 GB MECH OC Video Card

I also have photoshop installed on on my 500gb NVME SSD for good measure.

 

I have stuttering issues ( from half a second stutter to full 5 second freeze to anything in between) whenever I have a project go above 250-350 mb and it has multiple layers. I also make sure to have only a browser window at most open while working in photoshop. It most noticeably stutters whenever I swap layers, begin a new text layer, edit a vector graphic layer, or begin a brushstroke on my Wacom Cintiq tablet. While I certainly would encounter this eventually on my MacBook (2016 15 inch screen, CPU: 2.6 GHz Intel Core i7 (4 cores), RAM:16 GB 2133 MHz LPDDR3/ GPUAMD Radeon Pro 450 with 2 GB of dedicated GDDR5 memory), it wouldn't happen until about 800 mb to 1 GB. I've also tried saving in the Photoshop Large Document Format and reallocating over 10 GB of ram to Photoshop with the Graphics Processor enabled and unchecking the 30 bit display option.

 

I realize I may have some ignorance about how Photoshop handles files or what I should be expecting, so I would appreciate it if someone could point out my misunderstanding or what I'm doing wrong with my configuration. Thank you for your time.
