Stylus cursor jumping to linework on a lower layer

Hi all,

 

I'm in Photoshop trying to clean up a rough drawing and I am unable to draw a new clean line without my cursor trying to follow the path of my rough lines on a lower layer. As far as I can see, all 'snap to' options are turned off and I have checked the settings panel in my Wacom Cintiq settings but there is no option there (that I can see) that fixes the issue. I am also having the same issue in TVPaint (my 2D animation program) but have no idea how to change it there either. 

How do I turn this setting off?
