Hi @reddragonfly 

Change the mode from Normal to Content-Aware and you can enable Sample All Layers.

EDIT

I still have PS CC 2015 on my laptop and have taken screenshots there as well. Sample all layers is only available with Content-Aware.

The Patch Tool doesn't have that feature. I do similar tasks by copying all layers by pressing Ctrl+Shift+C and paste it as a new flat image, then after editing, I replace that particular area by copying to the old set of layers.
