Timeline framerate not changing for some reason

Hey, im making a stick figure animation for my class with photoshop, and when I set the frame rate to 6 FPS and play my 100 frame animation, it only comes out as a few seconds, rather than the 16 seconds it should be.

Sorry but your embedded screenshot clip is so small I cannot read the timeline or dialogues to see how it is set up
