Tool preset not saving issue in Current version (21.0.2)

If I save tool presets, exit Photoshop, and restart, there is a bug that does not show the most recently saved presets.
I'm not sure it's the same issue with brush presets, but it certainly does happen with shape or text presets.

 

Now I have to repeat loading the preset every time I open a new Photoshop. Is this issue only happen to me?

To fix this issue takes a little doing, and I dont exactly understand why this process must be done, but it does work.

Step 1. Using Finder open the Photoshop App Folder and right click the "Preset" folder, select "Get Info"

Step 2. At the bottom of the information page, open the lock by entering the system password

Step 3. Change permission for "everyone" from Read only to Read and Write

Step 4. Open Photoshop and open any picture

Step 5. Add a Selective Color Layer

Step 6.  Either open a previously saved Preset or create a new one

Step 7.  Save Preset in a "NEW FOLDER" the location User/Applications/Photoshop 2021/Presets, that you changed the permissions on

Step 8. DONE!

 

It is not necessary to save the picture that you are working on for the added preset now to be saved.
