Tools are selecting but not working

I've recently bought a Microsoft surface pro 7 and I've downloaded Photoshop but whenever I go to use a tool, transform tool for example, it doesn't work, it won't let me resize an image or use any other tool for that matter

Please share the version of Lightroom along with your computer's OS
