Tools  randomly stop working on project window.

The first thing to try is to reset all tools. Right-click whichever tool is in the options bar (not Tools panel) and choose Reset All Tools. If that doesn't work, reset Preferences from Preferences > General > Reset Prefeerences on Quit (after backing up customization such as actions, swatches, etc.)

There is no "Tools Menu" in Photoshop, so I am assuming you mean the Tools panel?

It's a bit of a strange sounding problem, and I'd like to hear more information? 

Is it specific tools?  

Are you unable to select those tools?

Any other detail that might help (the more the better).

When you say 'Project Window', do you mean the document window, or are you talking about the Windows operating system?

What version of Photoshop are you using?
Exactly which operating system are you using?
