Trouble Accessing Cloud Documents

Basically, I was working in photoshop and it unexpectedly quit. So I went ahead and updated it to the latest version and opened it back up. I found that I could access everything except my saved cloud documents. When I tried clicking on them it said "Could not download "whatever document" because you are not singed in or there was a problem setting up cloud documents." I checked and I am signed in and when I click "learn more" it said the reason for the issue is that I am in mainland China, which I'm not. I have force quit photoshop and restarted my mac many times and I can't solve the problem.
