We're sorry about the trouble with Photoshop. Looking at the video it appears that the application is trying to sign in to the Creative Cloud desktop app but is not able to. Please try quitting all Adobe apps, then launch the Creative Cloud desktop app & then sign out & sign back into it. Then try launching Photoshop to check if that helps.
