Trouble with uploading picture

I've been having trouble uploading an image on photoshop. It either gives me an error message or simply no response at all. I've tried uninstalling/reinstalling it several times and it doesnt seem to work. I've searched online where people mentioned about deleting the setting preference. I've tried that as well but still havent been able to upload a single picture.
