I have the same problem, so if I choose another tool then I can't get that one to turn off either I just wanna be able to not have a tool turned on at all how do I do that?

You can't. You will always have one tool selected. You might want to switch to the Move tool ("V") when you are not using another tool.

LATEST

Just keep E pressed down for as long as you need the tool. When you release it, you will be back to your original tool.

As a sidenote, PS on Windows is also a matter of pressing the Escape key all day long to get you out of active fields and stuff.
