unable to copy layers, all options greyed out

just installed cc and it will not let me duplicate a layer....im not new to photoshop, any help?

I you are opening an image from LR in PS and PS was not already running this is a known problem in release PS 20.0.1. The current work around is to have PS running before you try to open an image from LR.

What is "LR"?   I am opening Photoshop CC first then the image and I can not duplicate the layer -- everything is greyed out.
