Unable to launch latest Photoshop 22.3.1 - can Mojave be the problem?

Hello. For some reason Photoshop won't launch (All other Adobe Apps are working fine). I have restarted, reinstalled, cleaned, etc. The result is always a message that “Adobe Photoshop 2021 quit unexpectedly”. I have to run Mojave for work compatibility issues. Wondering if the latest version of PS is having problems with that?

Thanks for the suggestions, but it didn’t work. Can’t change preferences because I can’t launch. If I try to do the override launch with command+option+shift it still crashes. Already tried the cleaner, uninstalling, reinstalling various versions. Nothing works. Also found that I am having the same problem with Lightroom.
