Unable to open Photoshop due to a missing file

Hi I'm no longer able to open up Photoshop due to there being a missing file. the file is

api-ms-win-core-libraryloader-l1-2-0.dll

I've uninstalled PS and reinstalled it but I'm still getting the same message. LR opens fine
