If CS3 was working for you try resetting your preferences and make sure other applocation can open the .png file. CS3 Standard works on windows 10.  Do not deactivate it you can no longer activate CS3.

There is a start up  reset preferences shortcut you can user to reset your Photoshop preferences. Start Photoshop  immediately Press and hold Ctrl+Alt+Shift. It  you do that quickly in time Photoshop Should open a dialog window asking if you want to delete your Adobe Photoshop Setting Preferences.  When You get that dialog reply yes delete my Preferences.  Photoshop Should then delete your Photoshop Preferences files and generate a new set of  Adobe default Preferences for your user ID.  Photoshop would then continue the start up process and Photoshop should start with Adobe default settings.
