Unusual Scratch disks problem in Photoshop on Windows - unable to read see attached disks

Okay so I'm not sure if this is the best place to put this, I've gone through 2 live customer support chats but none of them got close to helping.

The problem is photoshop only recognises my C drive, which is below 10 gigs free space remaining. Meaning I cannot use it

However, I have 3 more disks that it just doesnt see. And all of them are HDDs or SSDs. So none of that detachable disk, usb mumbo jumbo. 

And all of their file system is NTFS. How can I allow photoshop to see the other disks?

I'm using photoshop's latest version, 22.1.1

 

And yes, I have reset my settings but nothing changed.

I have not done any troubleshooting before, I don't know what troubleshooting I can do to fix it.
