I have a Photoshop file of an image that is about 2" x 2", scanned at 600 ppi. I need to enlarge it to at least 6" x 6", possibly 8" x 8" (for a final JPEG to be printed).
- can I do this at 600 ppi, and if so, what option should I use (preserve detail or bicubic smoother)?
- should I rescan it at a higher ppi instead?

At which resolution you will print image? Currently you have 1200x1200px from what I can understand. If you going to print at 300dpi then you already have 4x4in. Enlarging to 8x8in is doubling what can work in Photoshop using Automatic or any or above mentioned calculation algorithm, try and see which works better for you. After enlarging image view it at 100% to judge quality.

I would scan it at the max resolution, 1200 if you can. Enlarging in PS will result in much lower quality.

Always scan at the highest possible resolution. You can downsample if it's too much, but you cannot upsample and expect good quality.
Get as many pixels as you can. It's your only chance.
