No, it's not possible -- the blue pixels have replaced the existing pixels. Even if it were possible, it probably wouldn't be ethical for us to do so without being assured of knowing who owned the image.

Sorry but this forum is for helping people use Photoshop, we can't be involved with tracing people. If you are being threatened, harassed or something, I suggest you go to the police.

This would not be possible on a flattened image where pixels have been replaced/covered with new information.
