So, I was trying to use perspective warp and had issues. After looking into it I needed to enable this option in in the GPU performance settings, but I do not even have this checkbox as an option. The GPU I have is a Nvidia GTX 1060 6GB and I am on Windows 10.

These are the options I have:

- Drawing Mode: (Basic, Normal, Advanced)

- Use OpenCL

- Anti-alias Guides and Paths

- 30 Bit Display

I have no clue what the issue is and any help would be appreciated.

The latest update is having issues recognizing mid-range GPUs. Try installing the previous version of Photoshop and see if the issue persists. Adobe is aware of this issue and is working on a fix. In the meantime, this is the recommended action.
