Ver 22.3 does not allow the opening of .mov or .mp4 files???

Updated to the Apple chip supported version 22.3 and running 11.2.3 Big Sur.    With previous versions there was no issue with opening video clips to add watermarks etc.   Now I am getting an error message that photoshop does not open an .mp4 or .mov file.   Reverted back to previous PS version and no problems.    I'm hoping I'm not the only one with this bug.
