JPG and PNG images are saving as excessively large files. For example, a1080 by 608 image save as 35 MB no matter what level of Quaklity I used. Same for a 1256 by 1360 PNG. Export as works fine.
It's excessive metadata, usually caused by a long history of copy/paste (such as web files or templates). It can sometimes accumulate to extreme sizes.
Export and Save For Web both strip metadata.
