viewing file problem in photoshop 22.0.0

Just lately, when I open an image file in photoshop - I can't see the image, just the bottom right corner of the image repeated four times. It's really weird. I can't seem to change the view or see the whole file.  It only happens sometimes and I don't know what I am doing differently on those occasions. Has anyone else experienced this and how do I get around the problem?

this is what I see - I have also just discovered I get it on full screen or when my window is large - if i reduce the size of the window to very small - too small to work on - I get the full image
