Wacom Intuos Pro Photoshop Zoom

Hi I have an issue that has been going on for a while now since one of the Photoshop 2020 updates (not sure which one) where my Wacom doesn't operate the way it is supposed to. It is to the point where I am losing my mind and it terribly slows down my workflow. Below are the things in order of importance I have noticed but the bugs may not be limited to just these.

1. Zooming on a picture should be CTRL+SPACE BAR and moving pen left/right however when you do that now it draws a marquee and will blow the image all the way up to whatever you put the marquee around (the person's eye for instance). I can't tell you how often I forget it is doing this and have to manually zoom it back down

2. The Clone stamp tool lags to the point where I have to wait a couple seconds to see what I just did and hope that it wasn't too much. Very annoying!

3. When I go to use the Liquify tool I get a popup that says "Liquify supports hardware acceleration to improve performance. You may want to check the Performance Preferences and verify that "Use Graphics Processor" is enabled". I'm not sure what this means but I do notice that a bunch of the options like the facial features are greyed out and inoperable. Not a huge deal until the one time my subject had different sized eyes and wanted me to make them equal.

The problem is that it doesn't always happen and I cannot figure out why. Sometimes it will work the way it is supposed to but 80% of the time it doesn't. I have updated drivers and uninstalled the tablet numerous times where it will work for that time but the next time I go into Photoshop it is not working right. Has anyone else experienced this. What to do?

You should identify what OS version you are using.  Post your Photoshop menu Help>system Info data.

Thanks JJMack I appreciate the effort. I had already tried this when it first started but I just tried it again and the same results. It works the first time you go into photoshop but the next time you do it starts doing that marquee thing. I wonder if this is only happening to me because I cannot find anyone else on the net complaining about it.

Something I just noticed though is that it almost seems like this happens when I open photoshop using lightroom. I'll have to give it a few more tries to confirm but I'm now thinking Lightroom is the culprit. I literally just opened about 3 images directly in photoshop and the tablet is working fine. But when I transfer images from LR it gives me that stupid marquee. Even if this is the case I still wouldn't know how to fix it. I edit 95% of my photos in lightroom before going to photoshop.
