What is the easiest way to replicate an effect like this?

I am very new to PhotoShop, and am struggling to replicate an image like the one attached. What would be the easiest way?

If someone could provide step by step instructions or guidelines it would be greatly appreciated.

That looks very much like vectors arranged and layered. You'll have to get to know the Pen Tool intimately.

Take note: This is not the type of tool that is just easy to use. It takes some time getting used to its paradigm. It'll seem like second nature once you get the hang of it, though. Start with replicating simple shapes like circles/ovals and squares/rectangles and work your way up from there. If you need help there are many excellent videos on YouTube or, if you really want the skinny, go for one of the videos on LinkedIn Learning. (Costs money, but is very much worth the cost of gaining a skill.)
