That looks very much like vectors arranged and layered. You'll have to get to know the Pen Tool intimately.
Take note: This is not the type of tool that is just easy to use. It takes some time getting used to its paradigm. It'll seem like second nature once you get the hang of it, though. Start with replicating simple shapes like circles/ovals and squares/rectangles and work your way up from there.
