While using brush tool the cursor switches to hand icon

Hi! I have a problem similar to this one https://community.adobe.com/t5/photoshop/brush-eraser-cursor-changes-when-using-it/m-p/10132795?page... I'm working on Windows 10 and it flips to hand icon when I end a stroke. There is a problem with zooming in and out too but It's not happening everytime. I had update photoshop, Windows and install new graphic drivers and it didnt help.

it is happening even with a mouse. when i'm not moving the cursor it's showing.
