Why can't I adjust multiple layers at once?? This is 2020, right?

I'd like to select multiple layers and hit command U to adjust them all at once. It's quite dumb that I can't. Thank you.

Until Adobe introduce such a feature, you could:

 

Apply the hue/saturation adjustment to the first layer and hit OK.

 

Then select the next layer and hold down opt/alt as you cmd/ctrl U... Which will apply the previous adjustment settings to the layer.

 

Then repeat as necessary.

 

Perhaps this is scriptable, I'm not sure...

If the menu command has options as indicated by the three trailing dot leaders (ellipsis... such as Hue/Saturation... then holding down opt/alt will bring up the last used settings in that session.

can you make adjustment layers only affect layer 15 and layer 185 while layer 56 has to be in between them and not affected?

You need an adjustment layer directly above layer 15 and another directly over layer 185 (you can dupe the adjustment layer if the values are the same). Then, are you ready for it? ... Hold down that magical OPT/ALT key again and click between the two layers to "clip" the adjustment layer to the previous layer. :]
