Why can't I drag elements from one project to another?

I'm working on variations of a project, and I used to be able to drag layers from one project to another but now I can't. Has there been an update to that, or am I missing something? It's not working the way I used to always do it.

Yes, I have two tabs open: one with the original project and one new one. When I drag over the elements I want to use in the new project, the new tab won't open when I hover over it. Nothing happens at all. It used to open and let me drop in what I wanted.

That's what I always do, but it doesn't work anymore. I went back and tried again exactly as you instructed, but nothing happened. Thanks for the suggestion, though!
